Yes, although there are two conditions. Firstly, the international university needs to have structured its degree in a similar way as the course in your home country. Secondly, the university in your home country needs to have places available. More and more foreign universities apply the BSc / MSc models to medical degrees. The two models are incompatible with each other. Even if a university provides a model that is recognised by the local examination authorities, it does not mean that a transfer is automatically possible. Available places can be rare. This is why most students finish their degree abroad and return to their home countries as licensed doctors.
