Yes, you can and you should. Some application processes abroad start significantly earlier than in other countries. In the best case the planning starts as early as September/October, or a whole year before the actual start of the degree. Seeing as many universities focus on more than just your grades and work with admission tests and interviews instead, it is possible for you to be accepted by a university before graduating from high school. All you will have to do after you were offered a study place is to graduate from high school. However, even if you apply after graduation, you will still have a lot of options regarding universities.
